Moyer Profile

Since the mid-1970s, the name Gary L. Moyer has been synonymous with special districts and district management. Shortly after receiving his MBA at the University of Notre Dame, Mr. Moyer saw an opportunity to begin managing special districts, investing the time and energy necessary to grow a small business into the premier provider of district management services by the 1980s and into the 21st century. Part of that time and energy devoted to this management business included drafting and lobbying for the passage of Chapter 190, Florida Statutes, the enabling legislation for community development districts, passed and enacted into law in 1980, and still used as the charter legislation for new community development districts created today.

Under Mr. Moyer’s vision, leadership and management, his first company, Gary L. Moyer, P.A. accumulated 250 special District clients, including Improvement Districts, Community Development Districts, municipalities and City management, and he expanded the business to offer Field Service Management and Home Owner Association Management to new and existing clients. Mr. Moyer’s staff was well trained to perform efficiently and to effectively meet each client’s needs.

Severn Trent Services (now Inframark) came on the scene in 1998 when they offered to purchase Gary L. Moyer, P.A. and retained Mr. Moyer as one of their Vice Presidents until his departure from the company in 2003.

In January 2007, Mr. Moyer returned to the district management business with the desire to once again manage community development districts and other special districts in the Central Florida area.
